Bid Deadlines

Whether late by seconds, minutes, hours, or days, a bid/proposal, which is not clocked in by the stated time, will be considered late and will not be accepted. Bids/Proposals must be received at the designated location by the stated time. Late bids/proposals will be returned unopened.

Opportunity to Pre-Certify Federal Representations and Certifications

Metro, by authority of the Federal Transit Administration, has implemented a two-year pilot program. Contractors/Vendors can now pre-qualify federally required representations and certifications. When a company's representations and certifications have been reviewed and approved, they will remain valid for a period of two years. Once pre-qualified, participating companies have been certified they will only need to provide their certification number on the bid or proposal form, which will indicate that their certification is on file and valid. Vendors who choose not to pre-qualify will still be able to complete all representations and certifications and submit with their bid. Failure to provide this information may render their bid non-responsive.

Bid Opening Procedure

Sealed Bids are publicly opened and read at the time and place stated in the bid document. Each bidder's name and the total amount of the bid including the independent cost estimate (if available) are announced. Anyone may attend bid openings. Attendance is not necessary to be eligible for contract award. Metro's Procurement Department will evaluate the apparent low bid as to responsiveness and responsibility. Requests for Proposals are not publicly read. Details for the proposal selection process are provided in the request for proposal documents.

Disadvantaged Business Enterprise (DBE)

Disadvantaged Business Enterprise Certification is required for participation in Metro's DBE Program. Once certified, a firm becomes eligible to be counted towards fulfilling contract participation goals. Any bid package with a DBE participation goal will identify the goal in the solicitation documents. DBE businesses are defined as: A firm that is at least 51% owned and controlled by one or more socially and economically disadvantaged individuals s defined by the Code of Federal Regulations 49 part 26.
